Vitaly Mutko, Russia's Sports Minister, believes his country's athletes have a "moral right" to participate in the Rio Games. Answering questions from the German weekly Der Spiegel, he assured that Russia had done everything possible to allow its athletes to be present in Rio. Vitaly Mutko clarified that there was no intention of boycotting the Games in the event that the Russian Athletics Federation was suspended from the Olympic event.
