While the United States Anti-Doping Agency (USADA) declared itself “disappointed” with the IOC’s decision not to exclude Russia from the Rio Games, the national committee (USOC) believes that this position could mark “an important step” . On condition, however, that the international federations take their responsibilities in the process of selecting Russian athletes for the Olympic Games. “The credibility of the Olympic movement has been placed in their hands and we hope that they (the international federations) will take responsibility,” said Scott Blackmun, the director general of the USOC.
